To the Honorable Legislative authorities of the City of in Council Assembled Greeting,
We your petitioners Citizens of Beg Leave to Represent that we are unable to Discover the most perfect Wisdom or Equity in <the> above act For if our Interpretation is just of this Law is Just he that has ten Dollars to sell must pay ten Dollars for the Right to sell it. Look at this Ratio of Licence percentage
